I beg respectfully to state to your Lordship that a
Official Copy of the Treaty referred to, the provisions of which I am instructed to publish, has been communicated to this Office, and I have thought it desirable to confine my action to republication in the Hongkong Government Gazette of the only official notice I can discover as emanating

from Her Majesty's Government, namely, that in the London Gazette of 15 May and which is
referred to in the Communication
from the Board of Trade. I have the honour to enclose a copy of the Hongkong Gazette which contains the said
notice.
I ought perhaps to mention that on my return from the North in November last to Hongkong in the same month, on communicating with the Naval Commander-in-Chief I was informed by the Earl of Clarendon that instructions had been sent to him by the Lords of the Admiralty
